​Recognize and Reward Refugee Volunteers in Malaysia through R-Coin Crypto Tokens

As refugees in Malaysia lack basic rights and live an almost invisible existence, we need your support to expand our program to recognize and reward the valuable contribution they make to their communities and Malaysian society. 

The Rohingya Project, a grassroots initiative for financial inclusion using Blockchain technology, will be launching the R-Coin, a crypto token designed to incentivize community service performed by stateless Rohingya and other refugees in Malaysia. The initiative began as a pilot in November and December with support from UNHCR.

We are crowdfunding to expand our pilot in 2020 to create a wider ecosystem that can integrate refugees with local businesses and societies. 


​Background of Refugees in Malaysia

Malaysia does not have a formal legal or policy framework for refugees. The lack of a formal legal and administrative framework means that refugees and asylum seekers cannot legally work and have limited access to public services. In remains a challenger to sustain themselves with sufficient economic resources to be able to pay for essential expenses. Refugee women and youth are among the most marginalized. Language barriers and cultural norms, often make it difficult for women to participate in activities outside of the home. As a result, they are disconnected and unable to become self-reliant. Refugee youth lack access to education and professional development opportunities resulting in participation in un-safe jobs and activities. Social capital is one of the coping mechanism developed.

Social capital plays important role such as in getting basic needs, informal employment/loans and information. With the protection risk, misperception about refugees and differences in culture and beliefs, building social capital or engaging in collective actions that will contribute to their wellbeing, remains a challenge. As of April 2019, 170,464 persons of concern (POC) registered with UNHCR with 68% men, 32% women from 61 countries. Geographically distributed in 13 States. 86% from Myanmar. Rohingya ethnic are the largest, 90,206. The objective of the R-Coin program is to enhance social capital by fostering volunteerism, mobilization and integration with host community. 


​What is R-Wallet and R-Coin?

The R-Wallet is a simple, usable mobile application that can store R-Coin - a crypto currency that serves as reward coin for volunteer work within the refugee communities such as teaching, counseling, assisting in soup kitchens and group cleanups.

The app was created by the German blockchain developer Datarella, and is run on a private Ethereum network. This means that the R-Coin is not available for public trading which ensures that it remains stable and non-susceptible for speculation-driven currency volatility. In fact, the R-Coin is not a currency or form of money but a reward points system. 

The goal of the R-Coin program are:

- Encourage and reward refugees in Malaysia who are socially productive

- Create a digital record of their social contributions that refugees can carry with them

- Counter the narrative that refugees are only economic migrants which is prevalent in Malaysia


How Does ​It Work?


Refugees receive 1 R-Coin for 1 completed hour of community service. To ensure the viability of the Refugee Token network, we are collaborating with field partners. Field Partners (including UN agencies, schools, NGOs, etc.) are those who supervise community services by the refugee, and are responsible for dispersal of R-Coin upon completion of tasks and documentation of timing and duration of tasks. The designated of the community tasks is set upon in consultation with Field Partners.

Currently, Rohingya Project is conducting the R-Coin pilot with support of UNHCR with 35 refugee participants, including Rohingya, Afghan, Somali, Myanmar Muslim and Yemeni refugees. The field partners for the pilot are Geuntanyoe Foundation, Fugee School, Malaysian Social Research Institute (MSRI), Rohingya Vision and the Myanmar Muslim Refugee Community (MMRC). The program is targeting 500 R-Coins and community hours to be achieved by the participants within the approximate month duration.

Refugees can redeem their tokens based on the below reward scheme. 


How Can You Help?

We are seeking your support to expand our R-Coin program in 2020 to allow this system to benefit a wider network of refugee volunteers. The expanded program will run from January to July 2020. The goal of the 2020 program are below:


- Expand the R-Coin Participant Base from 35 to Over 100 Refugee Participants in the Ampang and Gombak area of Kuala Lumpur, targeting over 1500 R-Coins or Community Service Hours

- Allow for Local Businesses to Sponsor Certain Products and Services in Exchange for R-Coins to Integrate Refugees within Civil Society

- Highlight through a Coordinated Media Campaign the Positive Contributions of Refugees to Malaysia


The collected funds will go to covering the technical upgrade costs to ensure the app can be available in both Android and IOS (current version is only Android capable), sponsor rewards items for refugees to aim towards during the program duration and cover administrative costs to monitor progress of R-Coin use and train participants.
