Urgent appeal to save the Sheung Shui Masjid Project

The United Muslim Association of Hong Kong (UMAH) is appealing to all Brothers and Sisters in Islam, locally and internationally to help and financially support the construction of the ONLY Mosque and Islamic Centre in the New Territories, Hong Kong.


The Prophet Mohammad (saws) said

"Whoever built the Mosque, with the intention of seeking Allah's pleasure, Allah (swt) would build for him similar in paradise."

The History

With the blessing of Almighty Allah and the untiring work of the late Haji Ali Din, UMAH succeeded in acquiring a piece of land in the New Territories in Year 2006. The sole purpose is build the first and only Mosque and Islamic Centre for the large and growing Muslim Community. While there are 2-3 Madrasahs (housed inside tiny flats) 4-20 kilometres away, the closest Masjid (Kowloon Masjid) is at least 34 kilometers away, leaving Muslims and youth with no place to worship nearby.


With an estimated 300,000+ Muslims in Hong Kong (consisting of Hong Kong Island, Kowloon and New Territories), there are only 5 Masjids in Hong Kong. 4 Masjids are strewn unevenly across Hong Kong Island and 1 located across the harbour in Kowloon. However with the largest proportion of Muslims reportedly living in the New Territories (N.T), there isn’t a single Masjid located in N.T., a status quo that needs to change urgently.

UMAH’s vision therefore is to act as a catalyst for this project and build a Mosque and Islamic Centre for Muslim residents in the New Territories, and the first Masjid to be constructed in over 20 years or since the 1997 British handover to China.

Details

After a prolonged decade that included many forms of atypical struggles such as government-related hurdles as well as conceding to wide ranging demands of nearby residents to pacify their objections including altering the design of the Masjid Minaret, the internal audio system, etc., the grant and lease for this piece of land was approved on 23rd April 2006 under a number of primary conditions. One other condition demanded by the Lands Deparrment is to build a single long-term permanent structure rather than a small, temporary scalable structure. Another is to construct an elderly care home to serve local community needs.

Area involved: 2,046 square metres

Lease Term: 50 years from the date of Agreement

Premium: HK$9.35 Million - bulk paid by Qatar Endowment Fund and local Islamic organizations such as IUHK (Islamic Union of Hong Kong) and BOT (The Incorporated Trustees of the Islamic Community Fund of Hong Kong).

Construction cost: HK$360 Million

Project: Islamic Centre and a 200-bed elderly care home.


Background

“This precious piece of land (2,046 Sq. meters) was acquired in Sheung Shui in 2006 with a lease premium of HK$9.35 Million to construct an Islamic Centre and a 200-bed elderly care home. This was after more than a decade long struggle by the late Haji Ali Deen, the founder of UMAH and after overcoming obstacles and objections from the local resident community in that area. Through the generous grant of the Qatar Endowment Fund, the land premium was paid, together with local donors and organizations such as IUHK and the BOT.

A Memorandum of Agreement (MOA) was signed with the Ministry of Finance of the Kingdom of Saudi Arabia on 30 September 2009 after the late King Abdullah pledged to finance the construction project. According to the Agreement Memorandum, the project was to be named as ‘King Abdullah Islamic Centre and Elderly Home.’

Moreover, to efficiently supervise the Sheung Shui Masjid Project, in 2013 another Memorandum of Understanding (MOU) was signed, according to which the ‘The Incorporated Trustees of the Islamic Community Fund of Hong Kong’ (BOT) were entrusted the project pending the outcome of the litigation by unauthorized parties claiming leadership of the organization. Since then, BOT has contributed to keep the project alive by lending more than One Million Hong Kong Dollars for penalty land premium to the Lands Department to maintain the lease of this precious land. In light of the Court Judgment of May 2015, the MOU made through the court order between BOT and the seven-member Mosque Construction Project committee is considered null and void.

In July 2016 the Saudi Consulate in Hong Kong sent a letter to the government of HKSAR that they want to postpone the project for some time. After meetings with the Home Affairs Bureau in October 2016, the Lands Department of the HKSAR Government gave a deadline of January 31, 2017 to give a concrete timeline and financial capability to go ahead with the project. UMAH conducted a city-wide signature campaign in January 2017, met continuously with community leaders and finally formed a Sheung Shui Masjid Action Committee in December 2017.

How You Can Help

Given the urgency of this project and the acute needs of the Muslim community in Hong Kong, UMAH in March 2018 launched a local and international fundraising in stages to safeguard the amanah of the Hong Kong Muslim community. Concurrently, meetings are being held with government officials and various government departments to push forward with an inclusive youth-oriented approach to Masjid and elderly home-building programme. 

On the first Jumuah held at the open space on the site, over HK$220,000 was raised on the day itself.

Masjid Fundraising Campaign Dinner - 11th May 2018



Alhamdulillah, the May 11 Sheung Shui Masjid Fundraising Dinner & Islamic Arts Auction raised more than half a million HKD in cash, cheques and pledges combined.

Attended by the representatives of various consulates, namely the Consul General of Malaysia and representatives from the Philippines, Indonesia and Kuwait. With over 20 major Muslim organizations in Hong Kong joining this event, the dinner raised more than half a million HK dollars within an hour, through donation pledges and an Islamic Arts Auction. There were also attendees from various national backgrounds including Bangladeshi, Indian, Indonesian, Arab, Malaysian, Filipino, Pakistani, Turkish, and many more. This truly shows the diversity of the Muslim community of Hong Kong and the unity of the Muslim Ummah in general.

Alhamdullilah, as of today, we have crossed the 1 Million HKD mark in our campaign.

May Allah SWT bless all the brothers and sisters who came, who donated, who helped organise this gathering. This success was thanks in great part to their enthusiasm to help in this landmark project.

We will continue with the campaign throughout Ramadan to raise the target sum of 10 Million Hong Kong Dollars. This will include distribution of brochures to raise awareness regarding the project among Hong Kong Muslims at every level of society, as well as printed coupons of HK$100 fixed value which will be ‘sold’ by selected and vetted volunteers to help fundraise. Following Ramadan, we will also have Eid Ul Fitr prayer on the Masjid site to serve the local Muslims community needs. Also, further fundraisers will be held continuously to keep building the momentum such that this project is unstoppable.

InshaAllah, the Sheung Shui Masjid Project will commence as soon as we have raised sufficient funds to begin the works.
